The importance of the semiconductor industry is self-evident; it is the foundation for the upgrading of various high-tech industries and permeates various top-level technological fields. China is a major consumer nation of semiconductors, accounting for one-third of global consumption each year, with imports reaching as high as $300 billion, surpassing even China's crude oil imports. The Chinese government has consistently supported the semiconductor industry, having included several key industries, including semiconductors, in its "Made in China 2025" initiative since 2015. The "National Integrated Circuit Industry Development Promotion Outline" states that by 2030, key links in the integrated circuit industry chain must reach international advanced levels, and a batch of enterprises should enter the international first tier.
Furthermore, the government heavily invests in the development of the semiconductor industry. The National Integrated Circuit Industry Investment Fund, operated by the IC industry investment company, has a registered capital of 98.72 billion yuan with a total investment scale of 138.7 billion yuan. Of the investment projects, 67% goes to chip manufacturing, 17% to chip design, 10% to packaging and testing, and 6% to equipment and materials. The second phase of the Fund has a registered capital of 204.15 billion yuan, and in addition to continuing to support manufacturing, is expected to focus on high-end equipment and new materials.
Over the past several decades, the development of the first and second generations of semiconductors has created major enterprises in Europe, America, Japan, and South Korea. The efforts of the Chinese government and industry are expected to enhance China’s status and influence in the latest generation of semiconductor technology. The enormous demand and limited supply capacity create significant room for the development of the semiconductor industry in China. Despite a changing external environment, the semiconductor sector continues to possess long-term potential for development, a trend that is expected to sustain in the coming years. For instance, rooftop displays being developed for autonomous vehicles will allow passengers to watch movies on the roof, showcasing the innovative application potential of new display technologies. In the first half of 2024, investments in China’s new display industry exceeded 100 billion yuan, fueling the healthy and sustainable development of the industry with continuous investment in high-generation OLED production lines, polarizers, masks, and pioneering technologies like Micro LED.
